The Ministry of the Attorney General and Legal Affairs officially engaged a consulting firm to design and implement a new automated land registry system that is set to launch in mid-2019. The signing ceremony took place this morning, at the AGLA Tower in Government Campus Plaza, Port of Spain.
The new system, labelled the Property Business Registration System (PBRS) will cost TT $35 Million, and will be built by a Consortium made up of three firms, IGN FI, GEOFIT and the University of the West Indies, St. Augustine. The full system will be rolled out over seventeen (17) months and launched under three phases, with the first launch scheduled for mid-2019, and final full system launch scheduled for early 2020.
PBRS will replace the existing Property Information Management System (PIMS), and will include all digitized Deeds and Real Property Act Titles. The system will be built on a functional base and scalable architecture that will streamline existing business processes, enhance standardized forms and improve delivery of services within the Land Registry. The system requirements were developed through a series of stakeholder engagements that took place between 2015 and 2017, and engagement will continue throughout the system’s development.
In preparation for PBRS, the Ministry hosted a three (3) day training session from November 28 – 30 on the Land Administration Domain Model (LADM), an International Organization for Standardization (ISO) global standard for land management. Participants at this training included representatives from the Land and Survey Division, Town and Country Planning Division, the Trinidad and Tobago Local Government Association and technical persons from the Ministry of the Attorney General and Legal Affairs. This training is the first of several innovative training and orientation sessions that will be held internally and externally by the Ministry during the development of the PBRS.
The PBRS will directly benefit the Registrar General’s Department Land Registry, and is being implemented under the Strengthened Information Management at the Registrar General’s Department Project, financed through an Inter-American Development Bank (IDB) loan.
